Although the name sounds a little strange, it aptly describes the focus of this blog. It refers to the small states that have, and are being brought into existence in India. Being from the erstwhile Andhra Pradesh(AP), I have many close friends and family who are strongly opined about this issue. So, it makes perfect sense to bring some logic into the argument going forward on this new entity and identity creation. The trigger for this blog is the separation of AP and creation of the 29th state of India out of it, Telangana, leaving the rest as residual AP. So, the blog will initiate with the objective of analysing the proceedings of post-separation plight of the two states. It will not bother about political party games, but will focus on the facts and numbers, the real progress in their situation after their separation. In this process, it will highlight the main issues that lead them towards separation and how these issues are being handled after their separation.
In the process, it will bring in the examples from similar previous experiments in independent India since year 2000, i.e., Uttarakhand out of Uttar Pradesh, Jharkhand out of Bihar and Chattisgarh out of Madhya Pradesh in 2000.
The main focus of this blog will be the outcome of these new creations. Are they doing good for the people of these new states, in whose name and development goals these states are formed? Or are they being just a new administrative creation, serving the needs of low-level politicians desiring ministries. It will also include suggestions and ideas, collected from intellectuals and experts, and my own analysis about what is happening and what needs to be done so as to reach the goals which forced the creation of these new states in India. In order to do this, it will search and present the facts and numbers which will allow us to come to some logical conclusions.
As it is commonly known, objectivity is very hard for humans. In spite of all attempts at being objective, the fact that one is human and so has a certain social and cultural background, influences his thought process. So, I will make clear what I think of this concept of new small states emerging out of big ones.
In a debate in one of my almae matres, I argued in favour of small states being created out of big Indian states. Just in case you are wondering if I only argued for the purpose of debate, let me make it clear that I choose to be in the team favouring the creation of small states. The points behind the logic were to do with the administrative and communicative aspects of a representative body. Especially in the pubic sector, which is being constantly reduced in size to promote the private sector emphasizing the former's inefficiency, having a big state does not make sense. The bigger it gets, the more slow and unresponsive it becomes. It becomes harder for the ordinary citizens to communicate her grievances and needs to the administrators. There can be arguments made, and are made, against this by calling for increasing efficiency and improving performance instead of breaking up states, but it does not take away the merit in the argument made. For me, they are just two routes to the same goal.
Another argument in favour of such separation is that it will shake the status quo and bring new enthusiasm and dynamism into the society. A new idea is known to bring new enthusiasm than an old one. It allows the young generation to dream of a new beginning and a new goal in contrast to the old goals which have not been achieved. It is also proven that when a person is involved in initiating a process and setting a goal, she feels more obliged to own and work towards that goal, instead of an old goal, passed on from old generations, which does not connect with the new generation.
And in the end, if this experiment does not work, we would have still not lost much. The main result will be that an attempt would have been made to improve the plight of the inhabitants by getting new focus and rigour towards improving their living standards.
